Abstract in different language: Basic paradigms of further development of higher education institutions have been recently discussed extensively worldwide, the Czech Republic included. The position and role of high education institutions in developing science, research and competitiveness of the respective country, activities of teachers in the field of publishing, the discrepancy between the number of students and the quality of their knowledge and skills, and the number of high education institutions are discussed as well. There are also complaints from companies on graduates "rather academic knowledge" and lack of practical skills. In addition, problems associated with population birth-rate decline, financial problems of higher education institutions, language, scientific and social literacy of secondary schools students are also taken into account and debated. We have to confess, that it is not only the companies, who are socially responsible, but the education generally, and the high education institutions in particular. Diversification and differentiation of institutions providing higher education must be based on diversification of university degrees and training in relevant fields. The only acceptable concept of diversification is the concept of knowledge-based approach so that to ensure the quality of high education institutions. To increase the responsibility of high education institutions for the quality assurance we have to introduce legitimate standards and rules for the internal quality assurance, in accordance with the Bologna Process principles, into the internal quality assurance system of institutions. The principle of two-level evaluation: evaluation on the institutional level (the internal quality assurance system) and evaluation of the educational level (assumptions, processes and outputs in groups of degree programs with a common focus) must be accepted. We are talking about the future of our nation and its education. We believe that the competitiveness of graduates and high education institutions will be proved by the current knowledge potential and skills sought after during their productive lives.
