| Abstract: | Tato diplomová práce zkoumá krajská a místní referenda v České republice jako prvky přímé demokracie. Práce se zaměřuje na zákonnou úpravu obou typů referend, jejich četnost a využití v ČR a statistiky o konání referend od roku 2006 do roku 2022. Zjištění ukazují, že občané se aktivně podílejí na místních referendech. Práce se také věnuje rizikům a zneužití referend, včetně příkladů z brexitu a ukrajinských referend. Dále se práce zabývá rostoucím vlivem umělé inteligence na referenda a navrhuje možná opatření k ochraně před zneužitím a ovlivněním referend. Autor nedoporučuje pořádání referend o otázkách s geopolitickým přesahem ČR, jako je vystoupení z EU nebo přijetí eura, kvůli potenciálnímu ovlivňování ze zahraničí. |
| Abstract in different language: | This master's thesis examines regional and local referendums in the Czech Republic as elements of direct democracy. The study focuses on the legal regulation of both types of referendums, their frequency and usage in the Czech Republic, and statistics on the holding of referendums from 2006 to 2022. The findings show that citizens actively participate in local referendums. The thesis also addresses the risks and misuse of referendums, including examples from Brexit and Ukrainian referendums. Furthermore, the study explores the growing influence of artificial intelligence on referendums and suggests possible measures to protect against misuse and influence of referendums. The author does not recommend holding referendums on issues with geopolitical implications for the Czech Republic, such as leaving the EU or adopting the euro, due to potential foreign influence. |
